From 5 to 10 August 2025, KDYMM Seri Paduka Baginda Yang di-Pertuan Agong Sultan Ibrahim will undertake a State Visit to Russia, accompanied by Prime Minister Anwar Ibrahim, following an official invitation from Russian President Vladimir Putin.
This visit is not only historic but deeply significant, as it shows the first time in history a Malaysian Head of State will set foot in Russia for a State Visit.
Since the establishment of Malaysia–Russia diplomatic relations in 1967, no such high-level royal visit has occurred until now. This event reflects not just the strengthening of diplomatic ties but also the evolving role of Malaysia’s monarchy in strategic global diplomacy.
A Historic First in Malaysia–Russia Relations

This momentous occasion signifies a major leap in bilateral relations. The visit by Seri Paduka Baginda is unprecedented and sets a new standard in Malaysia’s diplomatic engagement with Russia. It symbolizes the strong mutual respect between both nations and highlights the importance of deepening long-standing ties.
Seri Paduka Baginda’s role as the first Yang di-Pertuan Agong to undertake a State Visit to Russia adds weight to the diplomatic gesture. It affirms the close relationship and creates an opportunity for meaningful cooperation across key sectors.
The presence of Seri Paduka Baginda during this State Visit goes beyond ceremonial significance. It reflects the monarchy’s position as a symbol of national unity, and more importantly, as a strategic actor in Malaysia’s international relations.
This visit showcases the royal institution’s role in elevating Malaysia’s global image as a sovereign, neutral, and progressive nation. It strengthens diplomatic ties while reinforcing the unity and identity of the Malaysian people.
The State Visit is expected to open a new chapter in Malaysia–Russia relations. With both countries looking to deepen cooperation, this visit will serve as a catalyst for engagement in several critical areas, including:
•Bilateral trade
•Investment
•Higher education
•Technology and innovation
•People-to-people relations
This multi-sectoral focus demonstrates Malaysia’s commitment to building long-term strategic partnerships that contribute directly to national development.
Aligning with Ekonomi MADANI

This State Visit also supports the goals of Ekonomi MADANI, a policy framework that emphasizes competitiveness, sustainability, and shared prosperity. Through this visit, Malaysia aims to attract new investments and technologies from Russia, particularly in high-impact sectors such as:
•Energy
•Aerospace
•Defense
•Smart agriculture
These areas are crucial for Malaysia’s national transformation and economic resilience. The visit reinforces Malaysia’s proactive approach to forming strategic partnerships that align with the principles of MADANI: empowering the economy, uplifting the people, and fostering international cooperation.
The State Visit not only boosts bilateral cooperation but also strengthens Malaysia’s sovereignty and international reputation. It underscores Malaysia’s foreign policy posture as a neutral, independent, and open nation.
Malaysia remains committed to building meaningful ties with all countries based on mutual respect, diplomacy, and strategic interest. This visit supports that position, affirming the country’s role as a bridge-builder on the global stage.
Through this visit, Malaysia not only reaffirms its sovereign and progressive identity but also creates space for strategic cooperation in areas aligned with Ekonomi MADANI. It opens a new chapter in international engagement, one built on unity, dignity, and mutual benefit.
