
Tenaga Nasional Berhad (TNB), Electricité du Laos (EDL) and the Electricity Generating Authority of Thailand (EGAT) have signed a new cross-border energy agreement to strengthen regional power cooperation in Southeast Asia.
The tripartite Energy Wheeling Agreement Phase 2 allows up to 100 megawatts (MW) of renewable electricity from Laos to be supplied to Singapore using power grids in Thailand and Malaysia.
The agreement is part of the Lao PDR–Thailand–Malaysia–Singapore Power Integration Project (LTMS-PIP 2.0) and supports the broader ASEAN Power Grid (APG) initiative .
With this latest phase, the total electricity trading capacity under LTMS-PIP 2.0 increases from 100 MW to as much as 200 MW, including additional electricity supplied from Malaysia to Singapore.
The two-year agreement uses existing power grid connections across the four countries, helping to reduce costs and speed up regional energy integration .
The agreement was officially signed at EGAT’s headquarters in Nonthaburi, Thailand, attended by senior officials from Laos, Thailand and Malaysia.
Leaders from all three utilities said the deal will improve regional energy security, support renewable energy use, and help ASEAN countries meet growing electricity demand while moving toward a low-carbon future .
TNB said the agreement highlights Malaysia’s role as a key energy transit country in ASEAN and reinforces its commitment to cross-border electricity trading and regional energy resilience. The project also builds on TNB’s earlier electricity supply deal with Singapore signed in 2024 .
