
Putrajaya, 18 Dec 2025 - Eighteen government agencies and strategic partners were today recognised by Technology Depository Agency Berhad (TDA) for their exceptional contributions to technological development, in support of Malaysia’s efforts to advance and strengthen local industries.
The recognition highlighted organisations that have demonstrated leadership, innovation, and a strong commitment to ensuring the successful implementation of the Industrial Collaboration Programme (ICP) and Performance-Based Contracting (PBC), two national mechanisms mandated to enhance technology acquisition, build local capabilities, and improve value-for-money outcomes in government procurement.
As the central implementation agency appointed by the Government of Malaysia, oversees and manages the implementation of the ICP in government procurement which require strategic technology transfers, capability development, and industrial participation from suppliers engaged in high-value government procurement. Through this mandate, TDA ensures that national procurement not only meets operational needs but also delivers long-term socioeconomic impact by strengthening Malaysia’s industrial ecosystem.
In addition, TDA’s mandate in Performance-Based Contracting (PBC) has enabled a shift from traditional procurement towards outcome-driven contracting models. Through the Performance Based Contract method, payments and contractor responsibilities are tied to the achievement of specific performance indicators. This approach enhances efficiency, promotes innovation among suppliers, and ensures that government assets and systems deliver optimal value throughout their lifecycle.
The awards were presented in conjunction with TDA’s 10th anniversary held on 30 November 2025, and officiated by the Former Deputy Finance Minister Lim Hui Ying. Lim in the recent cabinet reshuffle was appointed in the same capacity to the Women, Family and Community Development Ministry. She emphasised that the recognition underscores the vital importance of strong public–private sector collaboration in enhancing Malaysia’s industrial and technological capabilities.
“The achievements of these agencies and partners showcase how strategic collaboration and innovation can drive measurable outcomes for the nation,” she added.

The awards presentation also reflected TDA’s ongoing mission to facilitate technological adoption and improve procurement practices, positioning Malaysia for sustained industrial growth and innovation.
Since its establishment in 2015, TDA has played a key role in bridging technological solutions with government needs, fostering initiatives that support the country’s economic and industrial development agenda.
Among the distinguished recipients were government agencies such as Kementerian Pertahanan Malaysia, the Royal Malaysian Customs Department, the Ministry of Health, the Ministry of Home Affairs, the Ministry of Transport, the Malaysian Maritime Enforcement Agency, Royal Malaysian Air Force, Fire and Rescue Department of Malaysia, Prasarana Malaysia Berhad, and Pangkalan Latihan Pasukan Gerakan Udara. In addition, notable industry players included Galaxy Helicopters (M) Sdn Bhd, UniKL, CRRC Zhuzhou Locomotives Co Ltd, Alstom Transport Systems Malaysia, Meiden Malaysia Sdn Bhd, Truckquip Sdn Bhd, SMH Rail Sdn Bhd, and Siemens Mobility Sdn Bhd. These recognitions underscore the importance of collaboration between public institutions and strategic partners in advancing national development goals.
Other agencies, including Prasarana Malaysia Berhad, the Royal Malaysian Customs Department, and key ministries, were also commended for their collective efforts in driving innovation and strengthening Malaysia’s industrial and technological ecosystem.
