
Global paper manufacturer Jingxing Holdings (Malaysia) Sdn. Bhd. on Tuesday launched Phase 2 of its Malaysian expansion with a RM1.9 billion investment in Banting, Selangor.
The new facility will boost annual Kraft Liner production capacity by 600,000 metric tonnes, with 70 percent of output targeted for export markets. This brings Jingxing’s total investment in Malaysia to RM3 billion.
The ceremony was attended by several dignitaries including Minister Counsellor at the Economic and Commercial Office of the Chinese Embassy in Malaysia, H.E. Mr. Sun Shuqiang, Selangor State Executive Councillor for Investment, Trade and Mobility, Y.B. Ng Sze Han, and Deputy CEO of the Malaysian Investment Development Authority (MIDA), Sivasuriyamoorthy Sundara Raja.
The plant will feature advanced automation, integrated thermal power, water treatment, and sustainable waste management systems. It is expected to create 500 new jobs and generate over RM45 million in annual local operating expenditure.
Ng Sze Han said the expansion reflects investor confidence in Selangor and supports the state’s goals for economic growth and local talent development, especially amid global trade uncertainties.

MIDA’s Deputy CEO said Jingxing’s move aligns with Malaysia’s priorities to advance sustainable and high-value manufacturing.
“The facility stands out not just in terms of production capacity, but also its environmental engineering, from closed-loop water systems to energy efficiency through cogeneration,” he added.
Meanwhile, the Director and Deputy Chairman of Jingxing Malaysia, Wang Zhiming added that Malaysia’s strategic location, combined with strong governmental support, were key factors in Jingxing’s continued investment.
“We look forward to drive technological innovation and foster long-term partnerships and growth in the paper industry while continuing to meet the expectations of our customers for sustainably driven products,” he said.
MIDA added that the project aligns with Malaysia’s push toward sustainable industrial practices, highlighting Jingxing’s commitment to long-term investment and environmentally responsible manufacturing.
